MnSCU Emergency Response Plan

ANNEX F: HEALTH/MEDICAL

 I. PURPOSE

To provide an overview of how the health/medical care needs of Minnesota State Colleges and Universities (MnSCU) students, staff and faculty would be met in the event of a major disaster.

 II. RESPONSIBILITIES

A. Injured persons would be transported to the closest area hospital. Should additional hospitals be needed, the Minnesota State Colleges and Universities (MnSCU) campuses and the Office of the Chancellor will follow the local mass casualty plan.

B. The local ambulance service would be used to transport and track victims.

C. Emergency mortuary operations would be coordinated by the local or county coroner. The coroner can use the Minnesota Mortuary Association for assistance in transportation and identification of the deceased.

D. The American Red Cross, working with Minnesota State Colleges and Universities (MnSCU) and local officials, would be used to establish a victim inquiry and referral service. The American Red Cross would also be responsible for establishing and staffing a reception center with nursing personnel.

E. Disease prevention procedures will be coordinated between the local Public Health Department and the Minnesota Department of Health.

 III. LOCAL SUPPORTING PLANS AND PERSONNEL

A.     All area hospitals maintain both emergency and disaster plans.  Minnesota

State Colleges and Universities (MnSCU) campuses and the Office of the Chancellor would follow these plans in the event of a major emergency/disaster.

B. The area hospitals and ambulance services have established policies and procedures regarding to which hospitals an injured person should be transported.

C. The area ambulance services maintain a mutual aid agreement with neighboring ambulance providers.
